has anyone ever heard of anyone's pubic arch being too narrow to have sex?

No. You would have to have some serious skeletal anatomic deformity (like pelvic hypoplasia or aplasia) for the structures of the pelvis to interfere with sex. A pubic arch, even in the smallest woman, is designed to allow a large baby's head to pass through. A penis doesn't even approach this scale.
If sex is difficult, it could be technique (lack of arousal) or vaginismus where the vaginal muscle can spasm and be quite painful. This is a very rare condition however.

I would be asking if your lover is not waiting long enough for you to be fully aroused before penetration.
