Is it normal for the husband to have to do all the work during sex?

We've been married about 8 years now and we have sex about once a week. My wife says she enjoys herself, but 99% of the time I have to do all of the work. I'm on top and she just lays there. I go down on her pretty often (because I like to) but she never goes down on me. Is this a common thing for husbands and wives?
